SUBJECT: Important Information Regarding 2007 SSRS & Bingo Renewals, Credentials and Insurance Requirements

The purpose of the memo is to follow-up on a previous notice you received from this office regarding the future of the Single State Registration System (SSRS) and Interstate Registration (Bingo Card) programs. In a memo dated October 5, 2006 we advised you of the passage of federal legislation (Public Law 109-59) that eliminated the SSRS program effective December 31, 2006 and preempted a state from administering a Bingo Card program. For a time a possibility existed that Congress might extend the repeal date; however an extension did not pass.

Effective January 1, 2007, Nebraska will cease enforcement of both the SSRS and Bingo Card programs. Current law requires that all motor vehicles traveling in Nebraska to carry their current liability policy, evidence of insurance, or proof of financial responsibility. As a result, all motor carriers operating in Nebraska must make such proof available to law enforcement upon request beginning January 1, 2007.

The federal legislation also provided for a replacement program called the Unified Carrier Registration System (UCRS). At this time, the UCRS is not ready for implementation. Efforts are on going to get the UCRS up and running as quickly as possible. We will continue to monitor the situation and advise carriers accordingly

Interstate Application commonly referred to as “Bingo Stamps”, is an authority issued to Nebraska private carriers who haul their own goods, and exempt carriers who haul grain, livestock or produce for hire, with a vehicle weight of 10,000 lbs. or more, and cross Nebraska borders.

How to apply?

Complete an Interstate Application. Return the interstate application, Form E, and appropriate fees to MCS. Once processed, a cabcard and stamp will be returned to you.

Where do I get a DOT number?

If your vehicle’s gross weight exceeds 10,000 lbs. and you are operating across state lines, you must have a DOT number. This number is issued through the Federal Department of Transportation. To receive an application please contact the Department of Transportation at 402-437-5986, or you can request a DOT number online at DOT.

What is a Form E?

A Form E is a proof of liability insurance issued by your insurance carrier. MCS keeps your Form E on record. If for some reason the insurance coverage is canceled, your insurance carrier will notify MCS and you will receive notification of insurance cancellation. Your name and address on the Form E must be exactly the same as stated on your Interstate Application.

What if a carrier is not a Nebraska resident?

Non-Nebraska carriers must have authority to enter Nebraska. Those private and exempt carriers can receive authority (Non-resident Bingo Application) through a processing agency in Nebraska.
